January 7, 2023 The property owner acts strangely when I ask for his bank details to pay the rent for the place I rented with friends 8 months ago. The guarantor's contact is a woman, a doctor who lives around the corner. I don't know this guy, he calls himself the owner but he refuses to give me the bank details that I requested in writing by letter.
January 10, 2023 This guy is out again. Super angry, stressed red face. Now threatening my deportation, arrest, police and jail. I tell him that he is a complete liar because if he was right then why was he so stressed? I again offer to resolve this now by arranging to pay rent or I will go in and he can send me a letter.
I call SAT just to mention it. They didn't seem to have details about the building, the owner, but I don't really care, I just wanted to mention it. I don't receive anything from him, no letters, no messages, no visits.
June 14, 2023 My dog, the Belgian Shepherd, was present the entire time while I cleaned the house until 11 at night because of the heat. When I finished I realized that the dog was nowhere to be found. Weird, but I didn't worry too much. She will come in an hour.
June 28, 2023 my dog comes home around 7 p.m. Someone kept it because he had a new necklace. A little weird but happy to have found it.
July 7, 2023 Returning home with my dogs after a walk, I see animal protection and police outside. An Inspection since someone accused me of animal abuse. Nothing was found, the dogs are fine, no problem. No complaint is filed. According to the officials, the dogs also need to be examined by a doctor and that is why they insisted on taking 3 of them to the UCAM. I agreed and gave them the dogs voluntarily, to avoid unnecessary complications as a visitor to Mexico and to demonstrate cooperation in the hope that all of this would soon be cleared up.
July 8, 2023 I turn on Facebook and turn it off immediately. A complete defamation against me. I am the most hated person in Querétaro. Javier Rivera, an animal activist in QRO with 5 thousand friends, is orchestrating this execution by the Facebook court. My photos, my house, my birthday, anything is exposed to the public. The initial post is shared 700 times within a few hours and many more posts follow. Impressive as this is well organized but facebook is canceled for the next few weeks.
July 11, 2023 I finally found my way to Prosecutor's Office 3. Prosecutor's Office had sent a letter to animal protection ordering the custody of the three rescued dogs until further notice. I receive a copy of the complaint: 10 pages of complete garbage: a person who has never spoken to me hates me like hell, paints me as a beast.
The girl also confirms in her complaint that she lured one of my dogs to her house and kept it there for two weeks knowing exactly where and who the owner was. The dog had to be rescued for not having love, water, food. In two weeks my dog was already part of her family.
A friend of hers found a dead dog on the corner where we left the trash to pick it up, a busy main street with a lot of traffic. She knows this is one of my dogs. Also identified by a mailbox with my name next to the body.
The body was a small black dog, similar to the dog my friend has, which was at my house for a few days, a week before. The Prosecutor's Office does not show me the investigation folder, only the written complaint.
July 21, 2023 I accidentally see the photo of the corpse: a dog but in the complaint a black dog is mentioned a thousand times. I confront Lorena Vargas Moreno with the detail, which neither the complainant, nor the prosecution nor the two witnesses noticed. Everyone was absolutely sure this was my dog.
I request that the investigation be closed and that my dogs return home. The Prosecutor's Office refuses that day and denies a written request the following week.
September 12, 2023 Denuncia Ciudana against Lic. Lorena Vargas Moreno. The complaint is assigned to the comptroller's office. Great, you should see first that my embassy was not notified about this. I explained the importance and necessity of this request understanding that it could be the first experience dealing with a foreigner. I showed you the link to the gob website where you can find the information and forms. Absolutely processsimple.
A lawyer cannot represent me, nor can the public defense. It is okay to deliver a document but nothing more. This is to protect customers, companies like Airbus with large investments, and naturally there are conflicting interests. The Prosecutor's Office openly refuses, rejecting my demands and without giving any reason.
September 30, 2023 Javier Rivera, who managed Facebook's defamation program, files a complaint against me - threats. He is angry when an invitation for an alternative resolution is sent to him. I don't think that was his interest. He didn't show up for the first appointment or the second two days later.
October 6, 2023 Javier Rivera organized a march for animal rights. starting 20 meters from my house and ending in front of my house like that. For a couple of hours I listen to a violent mob insult me and demand justice. The organizer bought a box of the cheapest eggs to throw into the building, damaging a window, the front of the building, and 2 or 3 monsters climb the stairs, leaving graffiti, setting the container on fire and kicking it into the apartment. The damage to me was 30 thousand pesos since some of the eggs entered the apartment, my work area. I don't even include television. I don't watch TV. All damages, including those to the building, total at least 50 thousand pesos. Cleaning is difficult but necessary before applying paint.
October 30, 2023 The owner of my apartment is almost 2 m tall, he is a big, burly guy, not fat but huge. He enters the apartment with his key at 7:30 pm completely high on cocaine, absolutely furious and taking us by surprise and causing total chaos for the next hour, my roommate and I get beaten up and the place is destroyed once again . He rips a camera off the wall and throws it into the street at a passing car. His actions completely out of control of him. After an hour or so he stops and realizes the shit he had done. I'm already bored, he says, leaves and gets into his car.
November 11, 2023 Landlord accuses me for threats. Completely invented, the complaint has gaps, missing information. He doesn't comment on our relationship, uses local11 as his home address, doesn't say anything about the rental or why we're in contact.
November 12, 2023 I call SAT to see if my call in January could be a reason for his anger. The SAT was able to uncover a massive case of tax evasion of a portfolio of rental properties and also large-scale manipulation. I live at number 20, opposite number 9. For this end of Agustín Melgar street, the numbering does not follow any logic. I look for 20 on the map and the location is off by between 150 and 200 meters.

November 30, 2023. I had already sent an email to anti-corruption before, but I could not deliver the messages. I decide to visit his office. The black windows look official and there is even security on the door. One day I'm outside for two hours and again sometime the next day. Nobody enters or leaves. Never. I come with a computer to search for wifi and other devices. Nothing. I create open wifi and devices within 30m radius should at least briefly connect to the wifi. Nothing. An office with few employees would already generate greater electrical radiation. use of screens, cables, telephones, etc. How to approach the TV area in your house. Not here. Apart from the email, there is only the name of the boss, Lic Benjamín Salazar, and his extension. It is rare that the boss's contact is provided. I call and the person who answers the call is a call center agent, the same group of people who handle other CEA, CFE and other services. The agent doesn't tell me that, but I can see how calling Salazar's number diverts my call.
I ask the Prosecutor's Office on Facebook for an anti-corruption contact. And they tell me that I need to make an appointment to file a complaint. Free access to the law means that I need to schedule an appointment for which I must describe at least some details to make a reservation. I look at the citizen complaint site. Here too. The moment I select Comptroller or Report the connection changes to an unsecured connection, so what I send is visible to others. The website of the Government of Querétaro is in Jalisco. The citizen complaint server in Nuevo León. The IP address and Nuevo Leon look familiar, I've seen them before. There is no doubt that this service is abused. The analyst's name also seems strange:

I pursue German Consul Thomas Wagner for help. He also seems a bit strange, quite dumb with a standard diploma in economics, no track record of partial success. The type of person who would sell insurance or Afore accounts. Not responsive and employees are outsourced service providers. They were given instructions and consequences if they were not followed. His Wagner has frequent meetings with the municipal magistrate, 6 in recent months on issues that matter to no one but him.
So what options do I have left? Human rights. I am contacting them through the website, explaining details and asking for their help in sending this consular notification. Anyone who works with foreigners should use the website, he says. I am not looking for a complaint, I am not interested in finding the culprit, I tell you in my two-page signed letter. After two days I receive a response telling me that blablablablalba, do I have to call them?!?!? With the response they sent me a virus that destroyed my PC and infected my router which can no longer handle calls. According to their website they have 3 offices in Querétaro. I've never seen a city with more than one office, not even New York or Bangkok. Two offices are fake, they do not exist. At these addresses there are other services that could be confused with human rights. I went there and they told me exactly this. An office in Luis Monroy has two receptionists at the entrance. Why 2? Why is there no PC, no screen, no photocopier, no coffee maker? Black fabric is used to blind the window to the street. A security gate is installed at the airport to make it look serious. It is not connected. How many people enter Human Rights with a gun or a knife? The same as Anti-Corruption: an illusion, no one ever enters or leaves. A security guy and two women, all underpaid and in need of their jobs. They obey because they need to eat. I sit with them and talk openly without accusations and they open up. A relief like this, they tell me, is very similar to the salaries paid to 100 employees when there are none. Anti-corruption, I suppose. I left them my number so they could call me in case they ever got in trouble or got fired. I feel sorry for them, having to do things that you don't agree with but without the possibility of changing them. I give them 100 to get some tamales on the other side of the road. They leave for a minute, allowing me to see the empty space behind the scenes. We contact you again under a different name through the website. This time we received a personal visit from someone who delivers quotes to people who made online reports. Identification is required to receive the citation. The appointment is a standard letter, claiming that Law 55 requires personal attention in such cases and the office in Luis Monroy is open from 8 a.m. to 4 p.m. Law 55 does not say that so they lie even on paper and you will not receive any service at this office. They have your information about the complaint, which is the most important. You're supposed to get tired and angry and just forget about it. There is no indication of who is operating and financing Human Rights.
In Querétaro there is a group, call them hackers, call them cyber center or whatever you want. They spy on online users. By operating multiple news sites, they collect data and create a unique user ID for everyone. By the time you submit any request, they already know who you are. Booking an appointment to file a complaint might be fine for you, although I don't see any free slots for the next few weeks.

The beneficiary is located in ICELAND and caused a European banking warning. Kueve was contacted as the only available contact. The communication was as serious as possible, making it clear that this is some serious shit and immediate contact is required. That was in early November and attached was the official letter of authorization issued in my name. There is no doubt about the authenticity. It's never happened in the last 20 years, but this time there will be no fines. We will await the opportunity to confront them directly, making clear what financial impact this could have caused.
My involvement in this situation is not for personal reasons but to calm the situation and resolve matters professionally, quickly and discreetly, with no media or news involved.
