My name is Marco Schachtner and I have been in Mexico since 2016 without interruption. I am not a resident, neither temporary nor permanent. With that I do not enjoy certain benefits but I have additional security that protects me from corruption and illegal procedures as I explained in my first meeting with the tax investigation. Therefore, consular notification is always mandatory immediately.

January 7, 2023 The property owner acts strangely when I ask for his bank details to pay the rent for the place I rented with friends 8 months ago. The guarantor's contact is a woman, a doctor who lives around the corner. I don't know this guy, he calls himself the owner but he refuses to give me the bank details that I requested in writing by letter.

January 10, 2023 This guy is out again. Super angry, stressed red face. Now threatening my deportation, arrest, police and jail. I tell him that he is a complete liar because if he was right then why was he so stressed? I again offer to resolve this now by arranging to pay rent or I will go in and he can send me a letter.

I call SAT just to mention it. They didn't seem to have details about the building, the owner, but I don't really care, I just wanted to mention it. I don't receive anything from him, no letters, no messages, no visits.

June 14, 2023 My dog, the Belgian Shepherd, was present the entire time while I cleaned the house until 11 at night because of the heat. When I finished I realized that the dog was nowhere to be found. Weird, but I didn't worry too much. She will come in an hour.

June 28, 2023 my dog comes home around 7 p.m. Someone kept it because he had a new necklace. A little weird but happy to have found it.

July 7, 2023 Returning home with my dogs after a walk, I see animal protection and police outside. An Inspection since someone accused me of animal abuse. Nothing was found, the dogs are fine, no problem. No complaint is filed. According to the officials, the dogs also need to be examined by a doctor and that is why they insisted on taking 3 of them to the UCAM. I agreed and gave them the dogs voluntarily, to avoid unnecessary complications as a visitor to Mexico and to demonstrate cooperation in the hope that all of this would soon be cleared up.

July 8, 2023 I turn on Facebook and turn it off immediately. A complete defamation against me. I am the most hated person in Querétaro. Javier Rivera, an animal activist in QRO with 5 thousand friends, is orchestrating this execution by the Facebook court. My photos, my house, my birthday, anything is exposed to the public. The initial post is shared 700 times within a few hours and many more posts follow. Impressive as this is well organized but facebook is canceled for the next few weeks.

July 11, 2023 I finally found my way to Prosecutor's Office 3. Prosecutor's Office had sent a letter to animal protection ordering the custody of the three rescued dogs until further notice. I receive a copy of the complaint: 10 pages of complete garbage: a person who has never spoken to me hates me like hell, paints me as a beast.

The girl also confirms in her complaint that she lured one of my dogs to her house and kept it there for two weeks knowing exactly where and who the owner was. The dog had to be rescued for not having love, water, food. In two weeks my dog was already part of her family.

A friend of hers found a dead dog on the corner where we left the trash to pick it up, a busy main street with a lot of traffic. She knows this is one of my dogs. Also identified by a mailbox with my name next to the body.

The body was a small black dog, similar to the dog my friend has, which was at my house for a few days, a week before. The Prosecutor's Office does not show me the investigation folder, only the written complaint.

July 21, 2023 I accidentally see the photo of the corpse: a dog but in the complaint a black dog is mentioned a thousand times. I confront Lorena Vargas Moreno with the detail, which neither the complainant, nor the prosecution nor the two witnesses noticed. Everyone was absolutely sure this was my dog.

I request that the investigation be closed and that my dogs return home. The Prosecutor's Office refuses that day and denies a written request the following week. 

September 12, 2023 Denuncia Ciudana against Lic. Lorena Vargas Moreno. The complaint is assigned to the comptroller's office. Great, you should see first that my embassy was not notified about this. I explained the importance and necessity of this request understanding that it could be the first experience dealing with a foreigner. I showed you the link to the gob website where you can find the information and forms. Absolutely processsimple.

A lawyer cannot represent me, nor can the public defense. It is okay to deliver a document but nothing more. This is to protect customers, companies like Airbus with large investments, and naturally there are conflicting interests. The Prosecutor's Office openly refuses, rejecting my demands and without giving any reason.

September 30, 2023 Javier Rivera, who managed Facebook's defamation program, files a complaint against me - threats. He is angry when an invitation for an alternative resolution is sent to him. I don't think that was his interest. He didn't show up for the first appointment or the second two days later.

October 6, 2023 Javier Rivera organized a march for animal rights. starting 20 meters from my house and ending in front of my house like that. For a couple of hours I listen to a violent mob insult me and demand justice. The organizer bought a box of the cheapest eggs to throw into the building, damaging a window, the front of the building, and 2 or 3 monsters climb the stairs, leaving graffiti, setting the container on fire and kicking it into the apartment. The damage to me was 30 thousand pesos since some of the eggs entered the apartment, my work area. I don't even include television. I don't watch TV. All damages, including those to the building, total at least 50 thousand pesos. Cleaning is difficult but necessary before applying paint.

October 30, 2023 The owner of my apartment is almost 2 m tall, he is a big, burly guy, not fat but huge. He enters the apartment with his key at 7:30 pm completely high on cocaine, absolutely furious and taking us by surprise and causing total chaos for the next hour, my roommate and I get beaten up and the place is destroyed once again . He rips a camera off the wall and throws it into the street at a passing car. His actions completely out of control of him. After an hour or so he stops and realizes the shit he had done. I'm already bored, he says, leaves and gets into his car.

November 11, 2023 Landlord accuses me for threats. Completely invented, the complaint has gaps, missing information. He doesn't comment on our relationship, uses local11 as his home address, doesn't say anything about the rental or why we're in contact.

November 12, 2023 I call SAT to see if my call in January could be a reason for his anger. The SAT was able to uncover a massive case of tax evasion of a portfolio of rental properties and also large-scale manipulation. I live at number 20, opposite number 9. For this end of Agustín Melgar street, the numbering does not follow any logic. I look for 20 on the map and the location is off by between 150 and 200 meters.

November 15, 2023 4 months and the Prosecutor's Office should have already filed an accusation. Consular notification? I cannot make the notification myself. I don't even have the contact for this part of the embassy services. And the Comptroller's Office? Corruption.

November 30, 2023. I had already sent an email to anti-corruption before, but I could not deliver the messages. I decide to visit his office. The black windows look official and there is even security on the door. One day I'm outside for two hours and again sometime the next day. Nobody enters or leaves. Never. I come with a computer to search for wifi and other devices. Nothing. I create open wifi and devices within 30m radius should at least briefly connect to the wifi. Nothing. An office with few employees would already generate greater electrical radiation. use of screens, cables, telephones, etc. How to approach the TV area in your house. Not here. Apart from the email, there is only the name of the boss, Lic Benjamín Salazar, and his extension. It is rare that the boss's contact is provided. I call and the person who answers the call is a call center agent, the same group of people who handle other CEA, CFE and other services. The agent doesn't tell me that, but I can see how calling Salazar's number diverts my call.

I ask the Prosecutor's Office on Facebook for an anti-corruption contact. And they tell me that I need to make an appointment to file a complaint. Free access to the law means that I need to schedule an appointment for which I must describe at least some details to make a reservation. I look at the citizen complaint site. Here too. The moment I select Comptroller or Report the connection changes to an unsecured connection, so what I send is visible to others. The website of the Government of Querétaro is in Jalisco. The citizen complaint server in Nuevo León. The IP address and Nuevo Leon look familiar, I've seen them before. There is no doubt that this service is abused. The analyst's name also seems strange:

A. Tapia Maldonado - Atapia Apatia. I look at the name of the person from the comptroller's office: Anahi Pizaron Moreno Fiscalia 5. I saw a friend at Prosecutor's Office 5 to see what he can find out. It is difficult to reach her and after my friend was there several times, a colleague of Anahi's helped me without knowing anything about the case, but ensuring a call back as soon as possible. Confuse, lie to people until they finally give up.

I find the name of Echeverría Cornejo Alejandro, head of the Prosecutor's Office and previously he was in charge of the notary's office. Notary of terror while people made serious complaints against him. My landlord is not the owner. She is a kind of housekeeper and real estate agent. My stomach tells me that Echeverría is involved for sure. That explains why people are so confident in telling lies, abusing my rights.

Initially, the whole situation was planned to scare me into running away. They assumed I was an outsider, a hippie, a more relaxed and easy victim. Once we think that the other person is an idiot, our mind does not want to accept the opposite. I tell people that there is corruption in Germany too or why wouldn't there be corruption there? The image formed in our mind makes it difficult or impossible to accept that.

I pursue German Consul Thomas Wagner for help. He also seems a bit strange, quite dumb with a standard diploma in economics, no track record of partial success. The type of person who would sell insurance or Afore accounts. Not responsive and employees are outsourced service providers. They were given instructions and consequences if they were not followed. His Wagner has frequent meetings with the municipal magistrate, 6 in recent months on issues that matter to no one but him.

So what options do I have left? Human rights. I am contacting them through the website, explaining details and asking for their help in sending this consular notification. Anyone who works with foreigners should use the website, he says. I am not looking for a complaint, I am not interested in finding the culprit, I tell you in my two-page signed letter. After two days I receive a response telling me that blablablablalba, do I have to call them?!?!? With the response they sent me a virus that destroyed my PC and infected my router which can no longer handle calls. According to their website they have 3 offices in Querétaro. I've never seen a city with more than one office, not even New York or Bangkok. Two offices are fake, they do not exist. At these addresses there are other services that could be confused with human rights. I went there and they told me exactly this. An office in Luis Monroy has two receptionists at the entrance. Why 2? Why is there no PC, no screen, no photocopier, no coffee maker? Black fabric is used to blind the window to the street. A security gate is installed at the airport to make it look serious. It is not connected. How many people enter Human Rights with a gun or a knife? The same as Anti-Corruption: an illusion, no one ever enters or leaves. A security guy and two women, all underpaid and in need of their jobs. They obey because they need to eat. I sit with them and talk openly without accusations and they open up. A relief like this, they tell me, is very similar to the salaries paid to 100 employees when there are none. Anti-corruption, I suppose. I left them my number so they could call me in case they ever got in trouble or got fired. I feel sorry for them, having to do things that you don't agree with but without the possibility of changing them. I give them 100 to get some tamales on the other side of the road. They leave for a minute, allowing me to see the empty space behind the scenes. We contact you again under a different name through the website. This time we received a personal visit from someone who delivers quotes to people who made online reports. Identification is required to receive the citation. The appointment is a standard letter, claiming that Law 55 requires personal attention in such cases and the office in Luis Monroy is open from 8 a.m. to 4 p.m. Law 55 does not say that so they lie even on paper and you will not receive any service at this office. They have your information about the complaint, which is the most important. You're supposed to get tired and angry and just forget about it. There is no indication of who is operating and financing Human Rights.

In Querétaro there is a group, call them hackers, call them cyber center or whatever you want. They spy on online users. By operating multiple news sites, they collect data and create a unique user ID for everyone. By the time you submit any request, they already know who you are. Booking an appointment to file a complaint might be fine for you, although I don't see any free slots for the next few weeks.

FondoAnimal AC - coordinating organization of all other ACs. With that they create an entity within the law. In Querétaro, creating AC means removing the letters from the name, that's all. nothing on the SAT and you will not get the data they are required to provide. All of them raising money for the animals.

PatitasAdoptables.com Paid for by FondoAnimal, created by Kueve Webdesign - does not qualify as a legitimate business. The PatitasAdoptables.com website has functionality to receive donations without the website meeting basic requirements. Who is the beneficiary? The beneficiary is located in ICELAND and caused a European banking warning. Kueve was contacted as the only available contact. The communication was as serious as possible, making it clear that this is some serious shit and immediate contact is required. That was in early November and attached was the official letter of authorization issued in my name. There is no doubt about the authenticity. It's never happened in the last 20 years, but this time there will be no fines. We will await the opportunity to confront them directly, making clear what financial impact this could have caused.

My involvement in this situation is not for personal reasons but to calm the situation and resolve matters professionally, quickly and discreetly, with no media or news involved.

Own errors must be accepted first and with this one accepts that  costs occur to resolve the errors. We instinctively seek to limit costs and prevent further damage by doing what is necessary without delay. There is serious concern that certain people continue to try to solve this problem with only their personal interests in mind or in the hope that it will simply go away.

German consul Thomas Wagner will be removed from office, and with him the other 11 consuls, and no one will be granted diplomatic immunity. Mexico has a new role since December 20, 2023 within the human rights committee; news that now, a few days later, would be devastating. German companies, the main investors last year with more than 2,600,000,000 pesos, are not only worried but have prepared emergency plans. At the moment there is no possibility of resolving this matter with the services and capabilities available to the public in the state of Querétaro.

7 enero 2023 El dueño de la propiedad actúa de manera rara cuando le pido sus datos bancarios para pagar el alquiler del lugar que alquilé con amigos hace 8 meses. El contacto del aval es una mujer, una doctora que vive a la vuelta de la esquina. Este tipo no lo conozco, se hace llamar propietario pero se niega a darme los datos bancarios que le solicité por escrito por carta.

10 enero 2023 Este tipo está afuera otra vez. Cara roja súper enojada, estresada. Amenazando ahora con mi deportación, arresto, policía y cárcel. Le digo que es un completo mentiroso porque si tenía razón entonces ¿por qué estaba tan estresado? Ofrezco nuevamente resolver esto ahora arreglando el pago del alquiler o entraré y él podrá enviarme una carta.

Llamo al SAT sólo para mencionarlo. No parecían tener detalles sobre el edificio, el propietario, pero realmente no me importa, solo quería mencionarlo. No recibo nada de él, ni cartas, ni mensajes, ni visitas.

14 de junio de 2023 Mi perro, el pastor belga, estuvo presente todo el tiempo mientras yo limpiaba la casa hasta las 11 de la noche debido al calor. Cuando terminé me di cuenta de que el perro no estaba por ningún lado. Raro, pero no me preocupé demasiado. Ella vendrá en una hora.

28 de junio 2023 mi perro regresa a casa alrededor de las 7 p.m. Alguien se la quedó porque tenía un collar nuevo. Un poco raro pero feliz de haberlo encontrado.

7 de julio de 2023 Al regresar a casa con mis perros después de un paseo, veo afuera protección de animales y policía. Una Inspección ya que alguien me acusó de maltrato animal. No se encontró nada, los perros están bien, no hay problema. No se presenta ninguna denuncia. Según los funcionarios, los perros también necesitan ser examinados por un médico y por eso insistieron en llevarlos 3 a la UCAM. Estuve de acuerdo y les entregué los perros voluntariamente, para evitar complicaciones innecesarias como visitante de México y demostrar cooperación esperando que todo esto pronto se aclarara.

8 julio 2023 Enciendo facebook y lo apago enseguida. Una completa difamación en mi contra. Soy la persona más odiada de Querétaro. Javier Rivera animalista en QRO con 5mil amigos está orquestando esta ejecución por parte del tribunal de facebook. Mis fotos, mi casa, mi cumpleaños, cualquier cosa está expuesta al público. La publicación inicial se comparte 700 veces en unas pocas horas y le siguen muchas más publicaciones. Impresionante, ya que esto está bien organizado pero facebook está cancelado para las próximas semanas.

11 de julio de 2023 Finalmente encontré el camino a Fiscalía 3. Fiscalía había enviado una carta a protección de animales ordenando la custodia de los tres perros rescatados hasta nuevo aviso. Recibo copia de la denuncia: 10 páginas de completa basura: una persona que nunca me habló me odia como el diablo, me pinta como una fiera.

La niña también confirma en su denuncia que atrajo a uno de mis perros a su casa y lo mantuvo allí durante dos semanas sabiendo exactamente dónde y quién era el dueño. El perro tuvo que ser rescatado por no tener amor agua comida. En dos semanas mi perra ya era parte de su familia.

Una amiga suya encontró un perro muerto en la esquina donde dejamos la basura para recogerla, una calle principal muy transitada y con mucho tráfico. Ella sabe que este es uno de mis perros. También identificado por un buzón con mi nombre al lado del cadáver.

El cadáver era un perro pequeño de color negro, parecido al perro que tiene mi amigo, que estuvo unos días en mi casa, una semana antes. Fiscalia no me muestra la carpeta de investigación solo la denuncia escrita. 

21 julio 2023 veo por casualidad la foto del cadáver: una perra pero en la denuncia perro negro se menciona mil veces. Enfrento a la lic lorena vargas moreno con el detalle, que ni el denunciante, ni la fiscalia ni los dos testigos advirtieron. Todos estaban absolutamente seguros de que este era mi perro.

Solicito el cierre de la investigación y que mis perros regresen a casa. Fiscalia se niega ese día y niega una solicitud por escrito la semana siguiente. Investigación continua.

12 de septiembre 2023 Denuncia ciudadana contra la Lic. Lorena Vargas Moreno. La denuncia es asignada a la contraloría. Genial, deberían ver primero que mi embajada no fue notificada sobre esto. Le expliqué la importancia y la necesidad de esta solicitud entendiendo que podría ser la primera experiencia tratando con un extranjero. Le mostré el enlace al sitio web de gob donde puede encontrar la información y los formularios. Proceso absolutamente simple.

No me puede representar un abogado, ni la defensa pública. Está bien entregar un documento pero nada más. Esto es para proteger a los clientes, empresas como Airbus con grandes inversiones y, naturalmente, hay intereses que entran en conflicto. Fiscalia se niega abiertamente, rechazando mis demandas y sin dar ningún motivo.

30 septiembre 2023 Javier Rivera quien manejaba el programa de difamación de facebook hace una denuncia en mi contra - amenazas. Está enojado cuando se le envía una invitación para una resolución alternativa. No creo que ese fuera su interés. No se presentó a la primera cita ni a la segunda dos días después.

6 octubre 2023 Javier Rivera organizó una marcha por los derechos de los animales. comenzando a 20 metros de mi casa y terminando frente a mi casasí. Durante un par de horas escucho a una turba violenta insultarme y exigir justicia. El organizador compró una caja con los huevos más baratos para tirarlos al edificio, dañando una ventana, el frente del edificio, y 2 o 3 monstruos suben las escaleras, dejando grafiti, prendiendo fuego al contenedor y pateándolo dentro del departamento. .El daño para mí fue de 30mil pesos ya que algunos de los huevos entraron al departamento, mi área de trabajo. Ni siquiera incluyo la televisión. No veo la tele. Todos los daños, incluidos los del edificio, suman al menos 50 mil pesos. La limpieza es difícil pero necesaria antes de aplicar pintura.

30 octubre 2023 El propietario de mi apartamento mide casi 2 m de altura, es un tipo grande y fornido, no gordo pero sí enorme. Entra al apartamento con su llave a las 19:30 completamente drogado con cocaína, absolutamente furioso y tomándonos por sorpresa y causando un caos total durante la siguiente hora, mi compañero de cuarto y yo recibimos una paliza y el lugar se destruye una vez más. Arranca una cámara de la pared y la arroja a la calle contra un coche que pasa. Sus acciones completamente descontroladas. Después de una hora o más se detiene y se da cuenta de la mierda que había hecho. Ya estoy aburrido, dice, se va y se sube a su auto.

11 noviembre de 2023 Arrendador presenta denuncia en mi contra por amenazas. Completamente inventada, la denuncia tiene lagunas, falta información. No comenta sobre nuestra relación, usa local11 como dirección de residencia, no dice nada sobre el alquiler ni por qué estamos en contacto.

12 noviembre de 2023 Llamo al SAT para ver si mi llamada de enero puede ser motivo de su enfado. El SAT pudo descubrir un caso masivo de evasión fiscal de una cartera de inmuebles en alquiler y también de manipulación a gran escala. Vivo en el número 20, frente al 9. Para este extremo de la calle Agustín Melgar la numeración no sigue ninguna lógica. Busco 20 en el mapa y la ubicación está desviada entre 150 y 200 metros.

15 noviembre 2023 4 meses y Fiscalia ya debería haber presentado acusación. ¿Notificación consular? No puedo hacer la notificación yo mismo. Ni siquiera tengo el contacto para esta parte de los servicios de la embajada. ¿Y la Contraloría? Corrupción.

30 noviembre 2023. Ya había enviado un correo electrónico a anticorrupción antes, pero no pude entregar los mensajes. Decido visitar su oficina. Las ventanas negras parecen oficiales e incluso hay seguridad en la puerta. Un día estoy afuera durante dos horas y nuevamente en algún momento del día siguiente. Nadie entra ni sale. Nunca. Vengo con una computadora para buscar wifis y otros dispositivos. Nada. Creo un wifi abierto y los dispositivos en un radio de 30 m deberían conectarse al menos brevemente al wifi. Nada. Una oficina con pocos empleados ya generaría una mayor radiación eléctrica. uso de pantallas, cables, teléfonos, etc. Como acercarte a la zona de la tele en tu casa. Aqui no. Aparte del correo electrónico solo está el nombre del jefe, Lic Benjamín Salazar y su extensión. Raro que se proporcione el contacto del jefe.. Llamo y la persona que contesta la llamada es un agente del call center, el mismo grupo de personas que manejan otros servicios CEA, CFE y demás. El agente no me dice eso, pero puedo ver cómo al llamar al número de Salazar se desvía mi llamada.

Pido a Fiscalia en facebook un contacto anticorrupción. Y me dicen que necesito concertar una cita para presentar una denuncia. El libre acceso a la ley significa que necesito programar una cita para la cual debo describir al menos algunos detalles para realizar una reserva. Miro el sitio de denuncia ciudadana. Aquí igual. En el momento en que selecciono Contraloria o denuncia la conexión cambia a una conexión no segura, por lo que lo que envío es visible para los demás. El sitio web del Gob de Querétaro está en Jalisco. El servidor de denuncia ciudadana en Nuevo León. La dirección IP y NuevoLeon me parecen familiares, las he visto antes. No hay duda de que se abusa de este servicio. El nombre del analista también parece raro:

Eso explica por qué la gente tiene tanta confianza en decir mentiras, abusando de mis derechos.

Inicialmente, toda la situación fue planeada para asustarme y que huyera. Asumieron que yo era un extraño, un hippie, una víctima más relajada y fácil. Una vez que pensamos que la otra persona es un idiota nuestra mente no quiere aceptar lo contrario. Le digo a la gente que en Alemania también hay corrupción o ¿por qué no habría corrupción allí? La imagen formada en nuestra mente hace que sea difícil o imposible aceptar eso.

Persigo el german el cónsul Thomas Wagner en busca de ayuda. También parece un poco raro, bastante tonto con un diploma estándar en economía, sin antecedentes de éxitos parciales. El tipo de persona que vendería seguros o cuentas de afore. No responde y los empleados son proveedores de servicios subcontratados. Se les dieron instrucciones y consecuencias si no se seguían. Su Wagner tiene frecuentes reuniones con muncipio corregidora, 6 en los últimos meses sobre temas que importan a nadie pero a el. 

Entonces, ¿qué opciones me quedan? Derechos Humanos. Me comunico con ellos a través del sitio web, explicándoles detalles y solicitándoles su ayuda para enviar esta notificación consular. Cualquiera que trabaje con extranjeros debería utilizar el sitio web, dice. No busco denuncia, no me interesa encontrar al culpable, les digo en mi carta firmada de dos páginas. En Querétaro hay un grupo, llámalos hackers, llámalos centro cibernético o como quieras. Espían a los usuarios en línea. Al operar varios sitios de noticias, recopilan datos y crean una identificación de usuario única para todos. En el momento en que envía cualquier solicitud, ellos ya saben quién es usted. Reservar una cita para presentar una denuncia podría estar bien para ti, aunque no veo ningún espacio libre para las próximas semanas.

En este momento no me queda ninguna opción que pueda resolver, cambiar mi situación. Presenté 12 denuncias contra cualquiera que considero involucrado y culpable de estos delitos que también están drenando dinero de los fondos públicos a bolsillos privados.
